Navigating NDIS Mandatory Registration Changes: A Guide for Providers

Proposed Mandatory Registration Changes

Supported Independent Living (SIL)

The NDIS Commission is only proposing mandatory registration for SIL providers and will not apply to other supports under 01105 such as STA, MTA or ILO. These mandatory registration arrangements are part of a broader effort to enhance regulation and strengthen safeguards for NDIS participants. Engaging with the disability community is crucial in shaping these new regulations to ensure they align with the needs and rights of NDIS participants.

The NDIS Commission is proposing to create a specific category within 0115 called Assistance with Supported Independent Living.

Transition Information

Whilst we do not know the mandatory registration commencement date, the NDIS Commission has proposed the following:

Group 1: Unregistered Providers

Will have 3 months to submit a registration application from implementation date and will then have 12 months to complete a full certification audit.

Group 2: Registered Providers (but not for 0115)

Registered providers must demonstrate compliance with the Core Module within 12 months of registration application through a certification audit. The NDIS Commission may initiate variation to implement this change. Audit needs will be assessed.

Group 3: Currently registered for 0115

No action required.

Support Coordination

The NDIS Commission is proposing to consolidate all support coordination services under Registration Group 0132, requiring both support coordinators and platform providers to register with the NDIS Quality and Safeguards Commission. This change, driven by recent regulatory updates, aims to enhance service standards and safeguards for NDIS participants. 0106 will no longer be used for level 1 and level 2 supports.

Providers will then be approved to deliver specific levels of support coordination based on their demonstrated skills and qualifications:

Level 1 – Support connection

Level 2 – Coordination of supports

Level 3 – Specialist support coordination

Transition Information

Group 1: Unregistered Providers

Step 2: Engage Actively

  • Attend webinars, workshops, or public forums on the mandatory registration proposal.
  • Submit written feedback through official channels, providing evidence or examples where possible.

Preparing for New Mandatory Registration Arrangements

Once the NDIS Commission announces the date for mandatory registration to commence and the transition timeframes, you will be required to take the necessary steps for provider registration under the new mandatory registration arrangements.

Starting this process now will enable you to thoroughly plan and prepare to seamlessly transition to a Registered Provider.

Preparation Tips:

  1. Identify why you want to support NDIS Participants which will support your application to become a registered provider, don’t pursue registration because you “have to”.
  2. Determine how you want to support NDIS participants and which registration groups you will need to include on your registration. 
  3. Conduct a thorough internal audit to identify current gaps against the requirements for becoming a registered provider.
  4. For those gaps identified, develop an action plan to address those gaps - we suggest a 6 month timeframe to allow yourself sufficient time to address these with consideration to your registration journey and timeframes.
  5. Continuously monitor the action plan to review, update and close identified gaps (or raise new actions).
